A – Consultant’s Organization
2.1 Introduction
KUNHWA CONSULTING & ENGINEERING CO., LTD. (hereafter referred as KUNHWA) is associated with Dasan Consultants Co., Ltd. (hereafter referred as DASAN) to provide the Consulting Services for Transport Connections in Northern Mountainous Provinces Project (Loan No. 2789 – VIE)
2.1.1 Kunhwa Consulting & Engineering Co., Ltd.
Founded in 1990, Kunhwa Consulting & Engineering Co., Ltd. has grown into a leading consulting and engineering firm in Korea and International Market. We draw upon the experience, skills and versatility of our staff to understand our customers’ challenges, anticipate their future needs, and provide innovative solutions. This has enabled KUNHWA to build a reputation for delivering high quality, on-time and on-budget performance.
KUNHWA offers professional services in several major field of civil, road and highway engineering/transportation, environmental engineering; water resource development, urban planning and regional development; tunnel and underground space, railroad and subway, harbor/port; mechanical and electrical plant, construction management and supervision. Our permanent staffs are currently 1,210 consisting of 680 design engineers, 450 construction supervision engineers, 80 research &development, contracting and administration staffs.
Kunhwa has already carried out more than 3,620 projects involving feasibility study, bidding preparation, engineering design and construction supervision for government organizations and private sector clients during last 20 years at home and abroad with a total worth of over US$1,200 million.
KUNHWA has set up a local representation office, the 100% owned local company (Kunhwa Co., Ltd.) with capital of US$1 million in Ho Chi Minh City, in August 2007. Kunhwa is recently awarded the Construction Supervision services for the Section of Thu Bay-Kenh 14 Bridge of GMS Vietnam Southern Coastal Corridor Project, executed by My Thuan PMU.
Additionally, Kunhwa is implementing Consulting and Engineering Service of Civil Infrastructure including Urban Road & Bridge for Nha Be New Town (340ha) in Vietnam and Detailed Engineering Design, Construction Supervision and Post Construction Supervision for the Construction of Bacolod-Silay Airport Access Road Project, Philippine. Kunhwa also performed several access road and industrial complex design projects for Hyundai AMCO India related to the expansion of Hyundai automobile manufacturing factory in Chennai, India. Furthermore, Kunhwa’s multi-sector specialties have been successfully practiced and provided satisfactory performance in projects in Sri Lanka, Cambodia, United Arab Emirates, Libya, Mongolia and Republic of Congo.
Moreover, KUNHWA has well-organized project management and project support system defined within the framework of KUNHWA’s quality management system certified with international standard: ISO 9001 (Quality Systems Model for Quality Assurance), ISO 14001 (Environmental Management Systems) and VE (Value Engineering for Road & Railroad). Also, KUNHWA is registered in EDCF (Korea Exim Bank) and KOICA, ADB (Asian Development Bank), IBRD/IDA (World Bank), AfDB (African Development Bank), EBRD (European Bank for Reconstruction and Development) as Consultant.
2.1.2 Dasan Consultants Co., Ltd.
Since its foundation in 1993, DASAN CONSULTANTS has played a major role in the national development of Korea based on respect for humans and protection of the environment. Through continuous research and development of engineering technologies and cultivation of its human resources, DASAN has grown to be the top multi-disciplinary consulting company in Korea with “Customer Satisfaction” as its primary goal.
In 2010, DASAN’s total sales for its services amounted to USD 40,247,152 which is attributed to the hard work of its professional engineers, planners, engineering and support staff, as well as the efficient management of its top and senior executives. As of November 2011, DASAN permanent employees sum up to 467 and it is comprised of 394 of civil engineers including 68 professional engineers and 73 of supporting staffs. As shown the below, the organizational structure of DASAN is under the leadership of the Chairman. DASAN is divided into several divisions which are headed by the CEO.
DASAN has established DASAN Vietnam Co., Ltd. last May 2010 to represent the company’s long term business plans and its strong commitment to the future infrastructure development in Vietnam and its neighboring countries. Currently DASAN Consultants is implementing the detailed design and construction supervision of two (2) GMS-Southern Coastal Corridor Projects, namely the Minh Luong-Thu Bay Section Project and the Rach Gia Bypass Construction Project in Viet Nam. Both projects involve detailed design and supervision for the construction of new and existing roads for expansion.
With a vision to be the top Global Technology Service Company by 2012, DASAN continues to explore the overseas engineering market in Southeast Asia, Middle East, Africa, and other parts of the world.

· Assist the client in contract administration
· Provide the organization for the project and implement and financial analysis
· Establish and update implementation of the Environmental Management Plan and social management plan
· Provide the clients with all kinds of records and documents
· Conduct overall project management of construction supervision
· Provide a advices and on-the-job trainings to Client’s staff
· Provide management of the entire contract administration works such as assessment of adequacy of contractor’s inputs, equipment, quality control plan, mobilization and organization plan, schedule and risk management, and environment plan
· Approve the payment of the completed work related and issue all claims of payment including variation order submitted by the Contractor to get approval from Client
· Implement updated resettlement plan and Korean safeguard policy statement and assist in the preparation of corrective action plans
